Sure,
for starters you can get the Neon Rings online at ebay.com
they are 12" Neon Speaker Rings (they also sell 10")
for around $10.
the side-artwork you can get from MameMarquees.com (http://www.mamemarquees.com/atomic-side-p-56.html)
(be sure to identify the right size)

after that you will need a piece of plexi-glass large enough to cover the artwork and neon ring mounting holes. (circle cut will work best, depending on your cabinet)
and a piece of backing board to mount the artwork to.

I imagine you plugged the ring into the computer. There isn't any description on your computer for this project. It sounds like the side ring is a easy project for the cabinet. I just couldn't figure out where to get the artwork.
